The Mid-Atlantic Regional Council on the Ocean (MARCO) contracted with RPS The Mid-Atlantic Regional Council on the Ocean (MARCO) contracted with RPS Applied Science Associates (dba RPS ASA) in partnership with SeaPlan to develop synthesized spatial products characterizing human use in the Mid-Atlantic (Mid-A) region using existing data products. This project was referred to as the Human Use Data Synthesis (HUDS) in order to promote ocean planning priorities and goals as laid out in the draft Regional Ocean Action Plan (ROAP) Framework for the Mid-A region, defined as New York to Virginia from the coast out to the Exclusive Economic Zone. RPS ASA and SeaPlan developed a human use mapping approach that borrows from existing efforts while honoring the goals of MARCO and constraints inherent to the available data. The MARCO web portal was the primary source of data throughout the project, however additional data was incorporated from other sources such as the Marine Cadastre, the U.S. Navy, and from the Northeast Regional Ocean Council’s (NROC) parallel ocean planning efforts. All available data were mapped to a 10 km grid within the region.
This product is a companion dataset to the master ‘HUDS All Data Synthesis’ product and summarizes information specific to data use intensity. This dataset contains a list of attributes which denote use intensity for the 64 source datasets included in the analysis. Each field accounts for variation in the distribution of data across cells by scaling data presence from 0 to 1. This metric is based on selecting a pertinent attribute from each individual layer (e.g. count of infrastructure points, length of lines), summing this attribute within each grid cell, and scaling these summed values from 0-1 to allow for direct comparisons across layers. The result is a more nuanced view of data presence. An additional set of fields tallies the total use intensity per cell and the use intensity for various themes to better identify regional human use trends. There are two sets of ‘total’ fields, one which sums the use intensity values, and one which classifies use intensity into quantile breaks into categories (i.e. Very High, High, Medium, Low, very Low) using the 20th, 40th, 60th, and 80th percentile.
There were five main themes: maritime, fishing, recreation, energy, and security. Each source layer is included in only one of these themes. Four additional themes break out the data by all activities, all infrastructure, physical infrastructure only, and regulatory infrastructure only. The sum of the physical-infrastructure and regulatory-infrastructure fields should equal the number for all-infrastructure. The companion product ‘HUDS All Data Synthesis’ contains more detailed information beyond a simple count of uses, such as descriptive information and spatial statistics for the areal, linear, or point coverage for every layer within each cell.

The MARCO portal was the main source of data, with a few additional sources for updated or new products. This includes Vessel Monitoring Systems (VMS) based commercial fishing data from NROC, Navy operational areas from a U.S. Navy contractor, and a number of products from the Marine Cadastre. In one case, recently updated submarine cable data from NASCA on the Marine Cadastre which was not available for download was digitized and integrated into the existing cable dataset due a known data gap. These products contain the most authoritative, up to date spatial information for ocean use planning. An accompanying report outlines caveats and data gaps within each dataset and within the synthesized grids as a whole. The full data list is below:

Pre-processing occurred on source datasets where necessary to ensure they were optimized to streamline the analysis. All input data layers were spatially joined (one to many) with the 10 km grid and dissolved to identify the count of features per grid cell. Python scripting assigned pertinent descriptive information to each grid cell in the dissolved dataset. A separate process for polygon and polyline data required an intersection of the source data with the 10 km grid to identify the area/length present within each grid cell; the subsequent information was appended to the gridded dataset via a field join. For raster data, all rasters were initially projected to match the grid's resolution (WGS Albers 1984) and zonal statistics was performed using the 10km grid to obtain statistics for the raster data within each grid cell; the output zonal summary data was classified in bins using Python for the 10, 25, 50, 75, 90 percentile breaks to characterize the distribution of raster data within cells. A set of uniform fields was added to each gridded dataset to consistently portray the diverse variety of information available within each source layer. (e.g. name, location, feature type, coverage, percentile range).
Use intensity was calculated for each dataset on a scale of 0-1 using a pertinent statistical field (i.e. area of a regulatory area, number of surveyed recreational activities, count of infrastructure points). The maximum value in a grid cell within a given dataset was used as the divisor for all grid cell values. The results were summarized into percentile ranges <20, 20-40, 40-60, 60-80, 80-100, which correlate to the qualitative categories of Very Low, Low, Medium, High and Very High.
Python scripting was used to create the comprehensive synthesized grid with extensive attribute information and to sum the count of layers. Quality assurance/quality control was performed at multiple points throughout the analysis.
A new summary dataset was created containing only use intensity information at the individual source layer and aggregate theme/total level.
