Abstract:
This GIS shapefile represents offshore discharge flow point locations which were extracted from state and federal sources. Each point is attributed with data source information and discharge flow values in MGD (million gallons per day), which were obtained from Environmental Protection Agency (EPA) web resources, and are dated 1995-2010. Please note some point locations did not have available flow data at the time of data compilation for this shapefile. Inland sites are not displayed; only sites which are discharging offshore were used. Offshore is defined by not including estuaries and bays or any terrestrial sites. The geographic extent of this shapefile pertains to coastal states: New York, New Jersey, Delaware, Maryland and Virginia.
Purpose:
These GIS data were collected for the development of the MARCO portal, which is a planning tool designed for offshore shore wind energy planning.

The Permit and Compliance System (PCS) contains data on the National Polution Discharge Elimination Systems (NPDES) permit-holding facilities. This includes information on the permitted facility, compliance schedule, outfall schedule, permit limits, discharge monitoring reports, enforcement actions and violations.The Region 2 PCS PIPE Regulated Discharge GIS layer consists of one record for every pipe record with a unique combination of PCS_ID (NPDES ID), Discharge Number and Report Designator. This can result in the same coordinates being used for multiple records having unique combintation of these three ID elements. In addtion to the identifying information consisting of PCS ID, Discharge number, and Report Designator each record has locational attributes consisting of latitude, longitude, and locational metadata. This information is supplied for each facility in Region 2 that has an existing record in the Envirofacts copy of the The Permit and Compliance System (PCS), and having locational coordinates. The locational data source for this and all R2 Regulated FACILITY and R2 Regulated PERMIT Layers is the Locational Reference Tables (LRT) database, of Envirofacts augmented by R2 Locational Data Improvement records that may not yet have been cycled into the LRT. The name and address information for all Region 2 GIS FACILITY layers is from the authoritative facility identification records of the Facility Registry System (FRS). The name and address information for all Region 2 GIS PERMIT layers is from the relevant PROGRAM SYSTEM identification records as found in Envirofacts.

State Pollutant Discharge Elimination System (SPDES)The purpose of the State Pollutant Discharge Elimination System (SPDES) Program is to protect human health and the environment. The SPDES permit program in the New York State Department of Enivornmental Conservation's Division of Water regulates municipal, industrial, private, commercial and institutional wastewater treatment facilities that discharge to the groundwaters as well as surface waters of New York State. Wastewater treatment facilities (also called "point sources") are issued SPDES permits regulating their discharge. "Point sources" means discrete conveyances such as pipes or man made ditches. These facilities are municipal, industrial or larger private, commercial, institutional (i.e. shopping malls, restaurants, hospitals, correctional facilities, trailer parks, etc) waste water treatment plants.

Source_Contribution: Solid waste management facilities (Sanitary Landfills, Construction/Demolition Debris Landfills, Transfer Stations and Materials Recovery Facilities) provide an important service to existing and prospective industrial facilities. A statewide coverage of solid waste management facilities was developed at the Virginia Economic Development Partnership to aid in the process of selecting industrial sites for new industries and businesses. All the information pertaining to solid waste management facilities was provided by the Virginia Department of Environmental Quality (DEQ). The DEQ provided a spreadsheet of all the permitted solid waste management facilities from 2006. This dataset includes active, closed, and proposed solid waste management facilities.
Process_Step:
Process_Description: The following steps were used to generate the offshore discharge point data: Point data only within the MARCO area (NY-VA) and coastal areas were selected. After these data were isolated and subsetted, the discharge flow data values were obtained from EPA sources which were then linked to the individual discharge point data locations. The coordinates given by the EPA were attached to the flow information inland, pertaining to the address of the facility. The data were then joined to connect the flow with the offshore points, which are from the state data and regional data.
